Release 0.0.1-rc1

Release Candidate RC1 for 0.0.1 of the BCP Controller. Contains support for SQL Server, MariaDB and Postgres. Alongside storage locations, log settings via the Env and failed event logging via SQL.

We've also included HTTP compounding and backoff to handle higher concurrency of threads to perform syncs without impacting the migration of a full site being throttled at the API Layer.

This release has no UI support. Downloaded/Replica content is available via filesystem only to your DATA_DIR variable.
